Conversation-based pricing confuses almost everyone the first time they see a WhatsApp bill. Here is what you are actually paying for.
WhatsApp's official Business API does not charge per message the way SMS does. It charges per conversation — a 24-hour window of back-and-forth — and which category that conversation falls into changes the price more than almost anything else about it. Most of the confusion people have about WhatsApp billing comes down to not knowing which category they are being charged under.
The conversation categories
- Service conversations — opened when a customer messages you first, and you reply within the 24-hour window. Typically the cheapest category, since it is customer-initiated.
- Utility conversations — business-initiated, but for transactional, opted-in updates like order confirmations or appointment reminders.
- Marketing conversations — business-initiated promotional messages. Usually the most expensive category, and the one platforms get flagged for when templates are miscategorized.
- Authentication conversations — one-time passcodes and verification, priced and handled separately from the other three.
Why the 24-hour window matters for cost, not just for rules
Every message inside one open conversation window is covered by that single conversation charge — you are not billed per message within the window. That means a fast, chatty exchange with a customer costs the same as a single reply, and it is one of the more overlooked reasons to keep response times fast on WhatsApp specifically: a slow reply that lets the window close might force the next message into a new, potentially pricier conversation.
A common billing mistake
The most frequent overspend we see is a utility-style message — an order update, a delivery reminder — submitted and approved as a marketing template because it was written with a promotional tone. WhatsApp categorizes by content and intent, not by what a business calls it internally, so a template with even mild promotional language can get reclassified into the pricier category after approval.
